The Commuter Benefits ordinance authored by San Francisco Supervisor Ross Mirkarimi requires businesses with 20 or more employees to provide incentives for their employees to commute using public transportation.

The ordinance, which was adopted last August, included an introductory educational period, during which the Department of the Environment promoted the program and educated employers about the requirements of the program and its potential benefits.
The program becomes effective on Monday, January 19th.
The most popular option allows employees to take pre-tax deductions from their wages to cover the cost of public transit. This win-win program reduces payroll taxes for employers, saves employees money, and helps promote public transit.
If you have questions about the program, call the Commuter Benefits Hotline at or go to http://commuterbenefits.org/.

It's not enforced. Try getting benefits if you are a part time employee that's eligible under the ordinance.
The Department of the Environment is toothless.
If your employer opts not to comply with the Commuter Benefits Ordinance, there is absolutely nothing you can do. Except mock Mirkarimi every time he brags about it.
